Real-Time Expert Panel to Support Transparency and Decision-Making
Heathrow has proposed a new framework for independent oversight as part of its expansion plans, introducing a panel of external experts to review decisions in real time.
The airport, which is subject to regulatory oversight, already works with the Civil Aviation Authority (CAA) and airlines to approve investments and monitor spending. The proposed panel would add an additional layer of review, with experts participating in key decision-making forums and providing independent input.
The panel is expected to include specialists in areas such as engineering, planning, finance, legal and procurement. Members would be jointly appointed by Heathrow and the airlines, with the CAA’s approval.
Focus on Transparency and Project Oversight
The proposed approach aims to enable ongoing assessment during the development process, allowing feedback to be incorporated as projects progress. Insights from the panel would be shared with Heathrow, airlines, the CAA and the UK government.
The airport’s £33 billion expansion plan includes increasing airport capacity and upgrading infrastructure. The project is expected to involve private investment and support activity across the supply chain during construction.

The airport has indicated that further clarity from the regulator on the expansion framework will be an important next step in advancing the project.
Heathrow stated that the proposed oversight model is intended to support transparency, improve coordination with stakeholders and help manage project delivery as plans move forward.
