IATA to Establish Office and BSP in Uzbekistan
Uzbekistan BSP Launch and New IATA Office Support Aviation Growth
The International Air Transport Association has announced plans to establish a permanent presence in Tashkent, with the opening of a new office and the introduction of a Billing and Settlement Plan (BSP) in Uzbekistan before the end of the year.
The move is intended to strengthen support for the country’s aviation sector, with a focus on safety, operational standards and financial processes.

According to Rafael Schvartzman, IATA’s Regional Vice President for Europe, the new office will enable closer engagement with airlines and airports, helping them align with global safety and operational standards.
The BSP will enable airlines to manage ticket sales and related financial transactions through a centralised system, facilitating settlement between airlines and accredited travel agents. It is also expected to support the broader distribution of airline products and improve access to international markets.
Strategic development

Uzbekistan is working to expand its role as a regional aviation hub, linking Central Asia with Asia, the Caucasus and Europe. IATA projects passenger growth, measured in revenue passenger kilometres, at an average annual rate of 3.3% between 2024 and 2050.
Several areas remain central to this development. These include alignment with international safety and operational standards, including the adoption of the IATA Operational Safety Audit (IOSA), as well as continued investment in airport infrastructure. New or upgraded facilities in Tashkent, Bukhara and Urgench are expected to support rising passenger and cargo demand, provided development remains aligned with airline requirements and cost structures.
The transition towards sustainable aviation is also part of the country’s long-term plans. Efforts to develop Sustainable Aviation Fuel (SAF) by building on existing gas-to-liquids capabilities could support both domestic aviation needs and potential export opportunities, subject to meeting international standards.
Value of aviation in Uzbekistan

Aviation contributes to both employment and economic activity in Uzbekistan. Around 12,400 people are directly employed in the sector, generating approximately USD 96.5 million in output, equivalent to 0.1% of GDP. When including supply chains, tourism and related activities, aviation supports around 128,000 jobs and contributes roughly USD 795.5 million, or 0.9% of GDP.
Tourism linked to aviation contributes an estimated USD 282.9 million directly, while international visitors generate around USD 2 billion annually through wider economic activity.
Cargo activity is also developing, with approximately 66,600 tonnes handled through Uzbekistan’s airports in 2023. Expansion of cargo facilities, including developments at Tashkent and Navoi, is expected to support further growth.
The introduction of IATA’s local office and BSP is positioned as part of broader efforts to strengthen the country’s aviation framework and improve connectivity.
