Goa Plans Structured Ecotourism Development Under New Policy Approach
The Government of Goa is strengthening its focus on ecotourism and nature-based travel initiatives as part of its broader tourism strategy, Tourism Minister Rohan A. Khaunte said during a recent Assembly session.
The Minister observed that the Department of Tourism and the Goa Tourism Development Corporation (GTDC) have been working to promote tourism experiences that encourage visitors to explore areas beyond the state’s coastal regions. These initiatives aim to support responsible tourism practices, environmental conservation, and local economic participation, including the involvement of self-help groups.
As part of these efforts, GTDC has developed eco-cottages in Selaulim village and introduced a range of nature-based activities, including jeep safaris, guided walking treks, and monsoon trekking trails to Dudhsagar Waterfalls. These activities are organised in collaboration with the Goa Forest Department and are designed to help visitors experience Goa’s forests, wildlife, and biodiversity while promoting conservation awareness.
The state is also promoting adventure-based ecotourism experiences, including white-water rafting on the Mhadei River in Sattari taluka during the monsoon season. These initiatives are intended to expand tourism activity in Goa’s hinterland areas and create additional visitor experiences linked to nature and outdoor activities.

Looking ahead, the government is identifying locations across the state that have potential for ecotourism development. Proposed initiatives include a wellness destination centre and eco-cottages at Anjunem in Keri, an eco-forest retreat project at Chapoli Dam in Canacona, and a women-led village development initiative in Cotigao. The Cotigao project will focus on improving facilities related to traditional jaggery production while creating livelihood opportunities for local communities.
The Minister also said the state government is reviewing international ecotourism models and global practices as it develops a structured framework for ecotourism development in Goa. The aim is to support tourism growth while protecting the state’s natural environment and cultural heritage.

Speaking about the state’s approach, Khaunte said Goa’s tourism plans focus on encouraging sustainable and responsible travel experiences that allow visitors to explore the state’s natural landscapes while ensuring that local communities benefit from tourism-related activities.
In addition to ecotourism initiatives, the government is also expanding its focus on wellness tourism through the Goa Ayurveda and Wellness Policy 2026. The policy aims to promote Ayurveda and holistic wellness experiences in the state.
As part of this initiative, the Department of Tourism has signed memorandums of understanding with institutions such as the National Institute of Ayurveda and Panchakarma hospitals to develop wellness tourism programmes.
Alongside infrastructure and tourism product development, the Department of Tourism has also launched awareness campaigns encouraging responsible tourism practices. These advisories are shared through digital and social media platforms to guide visitors and local communities on environmentally responsible behaviour in ecologically sensitive areas.
