WTTC Launches Seven Tourism Investment Principles
Tourism Investment Framework Aims to Support Sustainable Growth
The World Travel & Tourism Council (WTTC) has introduced a new global framework, The Seven Principles for Attracting Tourism Investment, designed to help destinations strengthen their investment appeal and support long-term tourism development.

Launched by WTTC President and CEO Gloria Guevara, the framework outlines the key conditions that can help destinations attract private investment, improve competitiveness and create an environment that supports sustainable tourism growth.
The initiative draws on practices observed in established tourism investment markets and provides governments and destination leaders with guidance for creating investment-ready ecosystems.
Seven Principles for Tourism Investment
The framework identifies seven areas considered important for attracting long-term tourism investment:
| Principle | Focus Area |
|---|---|
| Legal Certainty and Regulatory Stability | Transparent and predictable regulations |
| One-Stop-Shop for Tourism Investment | Simplified investment processes |
| Tourism Strategy with Stakeholder Alignment | Collaboration between public and private sectors |
| Competitive Fiscal and Investment Incentives | Supportive tax and financing structures |
| Strong Government Commitment | Tourism positioned as a development priority |
| Destination Master Plans and Project Pipeline | Long-term planning and investment opportunities |
| Sustained Demand Growth and Market Potential | Strong tourism demand and workforce availability |
Supporting Tourism Development
According to WTTC, the framework is intended to help destinations create conditions that encourage private sector participation in tourism projects.
The principles focus on policy stability, long-term planning, government support and cooperation between industry stakeholders. These factors can contribute to economic growth, employment opportunities, infrastructure development and tourism sector expansion.
The framework also highlights the importance of aligning tourism development strategies with market demand, connectivity and workforce readiness to support future investment opportunities.
As destinations continue to compete for tourism-related investment, WTTC believes that creating a clear and stable investment environment can help support sustainable development and strengthen the sector’s long-term resilience.
