DGCA Directs Airlines to Offer More Free Seats
India Mandates 60% Free Seats on Flights
In a move aimed at improving passenger experience, the Ministry of Civil Aviation has directed airlines to ensure that at least 60% of seats on every flight are available without additional selection charges. The decision addresses growing concerns among travellers regarding extra fees for seat selection.

Currently, airlines often charge higher fees for preferred seats such as window, aisle and extra legroom options, leaving only a limited number of seats available at no additional cost. The new directive is intended to reduce such charges and improve pricing transparency for passengers.
Through the Directorate General of Civil Aviation, the ministry has also instructed airlines to seat passengers travelling on the same booking reference (PNR) together, preferably in adjacent seats. This measure responds to frequent concerns raised by families and group travellers who are often assigned separate seats.
The regulator has further emphasised the need for airlines to clearly communicate passenger rights in cases of delays, cancellations and denied boarding. Airlines have been asked to prominently display this information across their websites, mobile applications, booking platforms and airport counters.
In addition, carriers are required to adopt transparent and consistent policies for the carriage of items such as sports equipment, musical instruments and pets. These policies must align with safety requirements while being clearly communicated to passengers, including in regional languages.
Broader passenger-centric initiatives
The directive comes as India continues to see rapid growth in air travel, with the country now ranking among the largest domestic aviation markets globally. As part of broader passenger-focused efforts, the ministry has also introduced initiatives such as UDAN Cafes offering affordable food at airports, Flybrary for access to books, and free Wi-Fi services at airports.
The latest measures reflect the Indian government’s continued focus on enhancing transparency, accessibility and overall passenger convenience across the aviation sector.
