IATA Launches BSP Pilot Programme in Somalia

IATA BSP Initiative Supports Somalia’s Aviation Sector

International Air Transport Association has launched a pilot phase of its Billing & Settlement Plan (BSP) in Somalia, with the full rollout of the service planned for the end of May 2026.

The BSP introduction aims to support Somalia’s efforts to strengthen its aviation sector and improve international air connectivity. Rising travel demand linked to trade activity and the Somali diaspora across Africa and the Middle East has increased the need for structured financial systems within the country’s aviation industry.

The pilot programme currently includes four travel agents and several airlines operating in Somalia, including Ethiopian Airlines. Following the pilot phase, the BSP is expected to expand to more than 300 travel agents and additional airlines operating in the country.

The Billing & Settlement Plan is a global system that manages financial transactions between IATA-accredited passenger sales agents and airlines. It is used to process ticket sales and related payments between airlines and travel agents through a standardised platform.

According to IATA, the BSP handled more than 700 million transactions across over 180 countries in 2025, with a total transaction value of USD 242 billion.

Mohamed Farah Nuh, Somalia’s Minister of Transport and Civil Aviation, said the country is working to rebuild and modernise its aviation sector while improving connectivity and financial systems that support air transport growth.

Kamil Alawadhi, IATA’s Regional Vice President for Africa and the Middle East, said the organisation is supporting Somalia’s aviation development through secure and efficient financial services as part of its Focus Africa initiative.

The BSP rollout is expected to support airline operations, improve payment processes and strengthen financial management for airlines and travel agents operating in Somalia.
